Conference
Despite advances made over the past decade, the challenge to develop
more effective ways and means to promote integrity and combat corruption
remains with us. Codes of Ethics have evolved in many contexts but
their application is often problematic especially in public life.
Human tragedies, occasioned either through war, terror or natural
disasters, continue to plague the world and raise anew questions
about the ethical behaviour of public officials. Together with the
World Bank, IIPE, founded to advance the thinking, discussion and
implementation of global ethics, is responding to the growing crisis
of integrity in world affairs by hosting the first World Ethics
Forum in Oxford. It is designed for officials and advisors to national,
sub-national and international governments, business professionals,
scholars, ethics practitioners, civil society activists, academics,
and public officials to reflect, facilitate and support critical
thinking about the praxis of public ethics, to expose applied lessons
about democratic governance processes and to help rebuild a sustainable
future for an ethics culture. This conference follows on from earlier
IIPE conferences and the Ethics in the Public Service Network conferences
which preceded IIPE. It also follows on from the first Global Integrity
Alliance meeting in March 2004 held in Istanbul. The Global Integrity
Alliance is planned to bring together a range of individuals and
organisations committed to raising standards of integrity and reducing
corruption.
Special Symposium for the Global Integrity Alliance
The main conference will run for two days from 3pm on 9th
April to 5pm on 11th April. It will be followed by a special symposium
that will build on the ideas and insights generated by the main
conference to consider how members of the Global Integrity Alliance
can collaborate to build integrity and limit corruption.
Residential and Non-residential Registration:
World Bank sponsorship has allowed us to keep full residential registration
(including registration fee, en suite room and all meals including
the banquet) to 250 pounds for speakers and 320 pounds for delegates.
Non-residential registration is also available.

- a round table discussion on women in leadership
- a youth forum
- two workshops by TI on monitoring the UN anti corruption convention
- the Vice President of the World Bank Danny Leipzeiger, is joining
Mary Robinson and Dr Huguette Labelle in the opening plenary at
the Sheldonian Theatre
EXTENSION
OF EARLY BIRD REGISTRATION
Given the delays in getting the draft program posted, we are now
happy to extend the early bird registration period until March 6th
2006. However, the number of ensuited rooms at Keble College is
strictly limited to 150 so that those opting for a residential registration
are urged to do so sooner rather than later
TUNKU
THE UN SPECIAL ADVISOR ON THE ETHICS OFFICE
Tunku Abdul Aziz, the person who suggested the World Ethics Forum
has just been appointed the Special Advisor to the Secretary General
of the UN on the Ethics Office. He will be speaking at the conference.

WORLD ETHICS FORUM(S)
At an IIPE Board meeting in March 2004, Tunku Abdul Aziz suggested
that future IIPE Conferences be renamed the 'World Ethics Forum'.
The proposal was strongly supported subject only to the agreement
of the hosts of our next conference. Later in 2004, the World Bank
agreed to link their next Global Integrity Alliance meeting with
our next conference. The first call for papers for the inaugural
World Ethics Forum was circulated in September 2005. The second
call for papers and first call for registrations was posted on our
website on 4 January 2006 and widely circulated with registration
forms on 10 January 2006. As indicated in the second call, the United
Nations University has joined the World Bank as sponsors of the
Conference.
In
early January 2006, a communiqué was issued by St Paul University
in Ottawa, Canada, advertising another ethics event called the 2006
World Ethics Forum. However, to eliminate potential confusion, that
organization has agreed to change the name of their conference and
to move it to early 2007. We have accepted this gracious offer and
hope that those who attend Oxford will attend the Ottawa Conference
and vice versa. The organisers of the Ottawa Conference are sending
out their own communiqué within the next 24 hours. We look
forward to seeing you in Oxford in April.
REGISTRATION
AND ACCOMMODATION
The World Bank has supported the conference very generously, allowing
us to provide registration AND en suite accommodation AND all meals
including a banquet for 325 pounds (250 pounds for speakers) for
those seeking early bird registration. There are only 150 rooms
available on this basis. The registration form is on our website.
PROGRAM
We are still finalising the program with the world bank and will
be advising you early next week. In the mean time we have posted
all speakers / title of papers who have agreed to come, on the conference
website: <www.iipe.org/worldethicsforum>. The latest addition
is Dr Huguette Labelle, the new Chair of Transparency International.
She will join Mary Robinson and Sanjay Pradhan at the opening ceremony.

OPENING CEREMONY 3pm April 9th, Sheldonian theatre Oxford
We are pleased to announce that the World Ethics Forum Opening ceremony
has been moved to allow for more to attend. The Opening Ceremony
will now take place in Oxford's historic Sheldonian Theatre. This
17th century masterpiece was designed by Christopher Wren and is
used for formal ceremonies including graduations. For more information

Following a welcome from Dr Sanjay Pradhan, Director of Governance
at the World Bank, the conference will be opened with a keynote
address by Mary Robinson (Director of the Ethical Globalization
Initiative and former President of Ireland).
